    David Kilgour, former Secretary of State for Asian-Pacific, and David Matas, international human rights lawyer, have investigated the Chinese Communist Party’s (CCP) state-sanctioned organ harvesting from live Falun Gong practitioners for several years and published their investigation reports.

    During the virtual online rally held on July 20, 2020, they put forward several suggestions to the Canadian government including using the Magnitsky Act to sanction the 14 CCP officials who have participated in the persecution of Falun Gong.

    Matas Proposes Ten Suggestions to Canadian Government to Stop the Live Organ Harvesting
    Renowned human rights lawyer David Matas proposed suggestions in his speech to end the CCP’s killing of Falun Gong practitioners.

    β€œMy particular focus when addressing the persecution of Falun Gong has been the mass killing of Falun Gong for their organs in transplants,” he said.

    β€œThe question I would try to briefly answer is how can Canada contribute to ending the abuse. In the short time I have, I have suggestions to make very quickly.

    β€œFirst of all, Parliament should enact immediately Bill S-204 which has all party support and which criminalizes complicity in organ transplant abuse abroad.

    β€œSecond, parliament should amend the state immunity act to shoulder the civil liberty liability in complicity in transplant abuse abroad.

    β€œThird, the government of Canada should sign and ratify the council of Europe Convention against Trafficking in Human Organs.

    β€œFourth, the government of Canada should raise Chinese organ transplant abuse at the United Nations human rights council under the agenda item human rights situations that require council’s attention.

    β€œFifth, the government of Canada should name Chinese organ transplant abuse perpetrators under the Canadian Magnitsky legislation.

    β€œSixth, the government of Canada should impose specific immigration ban on those complicit in organ transplant abuse abroad.

    β€œSeventh, a provincial legislature should enact mandatory reporting by health administrators and health officials of transplant tourism.

    β€œEighth, a provincial legislature should prohibit insurance coverage for transplant tourism.

    β€œNinth, the health and bioethics profession should set out specific bioethical and professional standards against complicity in transplant abuse abroad.

    β€œAnd tenth, Canadian hospitals and universities should adopt policies standing against any assistance of hospitals and doctors complicit in organ transplant abuse abroad.

    β€œI suggest action on all 10 of these proposals, but even if only one of them were realized, we would be better off than we are now in avoiding complicity and helping to prevent the mass killing of practitioners of Falun Gong for their organs.”

    Kilgour: Canada Must Take Strong Stance Against the CCP
    Kilgour suggested that Canada take a harder line on the CCP regime, such as the 14 CCP officials participating in the persecution, denying Huawei’s involvement in 5G in Canada and leading multi-lateral campaigns to isolate the CCP criminals internationally.

    β€œCanada must again realign with democracies to advocate against human rights abusers and push for changes that will keep the worst regimes out of the human rights council,” he said.

    β€œWe must put our focus on pursuing international goals that matter to Canadians and to the world. That way the next time we seek a Security Council seat we can be proud of what we stand for win or lose.”

    He condemned the CCP’s 21-year-long persecution and live organ harvesting.

    β€œPart of what is needed is a much more determined stand against the persecution of Falun Gong, Uighurs, Tibetans, Christians and other minorities across China.

    β€œThe media could help greatly by reporting on the recent advisory and listed the names of 14 Chinese officials who committed crimes against Falun Gong practitioners. It could also help by attending and reporting on rallies today gathered across the country. It’s time to break this silence.”

    Former co-president of Canadian Jewish Congress: β€œWhat Are We Going to Tell Our Children When They Ask Us β€˜What We Did [to Stop Forced Organ Harvesting]’?”
    Rabbi Dr. Reuben Bulka, former co-president of Canadian Jewish Congress, said he appreciates David Matas and David Kilgour, who had this groundbreaking discovery of what was going on in China. The recent investigation shows that the organ harvesting in China continues.

    β€œThe question we have to ask ourselves, aside from the wonderful ideas that David has brought up, we should make sure that there’s no free government in the world that allows this type of organ harvesting of seeking organs in China.”

    β€œWe also have to ask ourselves what we can do as individuals. How do we send a message? And maybe we have to ask, like when it came time for the Olympics, we called for a boycott of the Olympics, that it shouldn’t take place there [in Beijing].

    β€œIt was a travesty that it did. It should never have taken place. And now maybe we have to ask ourselves what are we going to tell our children when they ask us what we did?”
