It’s not travel… he was spinning around his left foot without moving it. And that extra little step which you see, is not travel. It is allowed by rules. Similar example to that is “step back 3” shot which you usually see from Harden, Steph, Luka…

Moving is to be expected when pivoting, especially on those indoor floors, but as long as your pivot foot doesnt get lifted from the floor you are fine.
