At full speed, you might think so, but when you watch the slow-motion replays—between the moment the feet leave the ground and the moment the ball is slammed into the hoop—I’ve never seen two full rotations; not even from Air Up There.
Even Spud Webb’s 360s are actually 180s: by the time he leaves the ground, his back is already in front of the basket.

I rewatched this dunk in 0.25 speed : he is from back when he leaves the ground,then makes one complete rotation and something like a quarter more before the dunk.
So it’s a 450.
